De discussie over de NIIO of NWICO in de UNESCO: een review essay

Abstract
The concepts ’freedom of information’ and ’free flow of information’ are of a relatively recent date. However, the ideas on which they emerged are at the base of the Western way of thinking. Though the freedom of word and expression have always been subject to fundamental restrictions, they nevertheless are part of the European and American ways of thinking, which led to freedom of printing and a free press. The interpretation of communication principles, the so-called MacBride Report, or the ’New International Information Order’, is linked to powershifts on the political and/or economic level, as well as to the questioning of their universal validity. These shifts are briefly illustrated by an historical overview of the discussion on the concept for a New International Information Order (NIIO) within the United Nations Educational, Scientific and Cultural Organisation (UNESCO).
