Volkscommunicatie in Costa Rica: een casestudy van drie kleine culturele radiostations

Abstract
In the field of development communications growing attention is paid to popular communication, which is directed towards democratization of communication processes. The three central concepts in popular communication arc access, dialogue and participation. They are interdependent, and, being free of any interferences at all levels, they will lead to self-management. This implies the audience’s responsibility for the functioning of a communication system. Furthermore, the audience is involved in planning, policy and decision-making processes. The concepts are based on the assumed need of the population for participation in education and communication, thus leading to conscientization and emancipation on political and economical levels as well. This article deals with the functioning of popular communication as it is being realized in three little cultural radiostations of Costa Rica. The results show that neglecting the assessment of the local need and survival possibilities for a popular medium, and creating a selective participatory structure within the organization, do have a negative impact on the functioning of popular communication.
