Abstract
This inaugural address delas with the shifting focus of attention in Dutch media policy regarding broadcasting over the last 26 years. Around 1965 media policy focussed on the broadcasting organisation, the licensee. At the beginning of the eighties the focus was on programme quality, nowadays on audiences. However, the present Media Act is still largely a matter of access regulation. It specifies the criteria which applicant broadcasting organisations have to meet to obtain a broadcasting license. Once they have passed this barrier broadcasting organisations enjoy a degree of autonomy which makes it very hard for any outsider - be it the government or the coordinating body NOS - to influence their programming. The author argues that to guarantee a public service performance it is necessary to replace the existing licensing system by a concession system. Characteristic of such a system is that the public service is specified first in terms of programme categories and audience size and that the concession is granted to the applicant that seems best suited to render this service. There would be only one concession for each radio station or tv channel.
