De bijdrage van Lode Wils beschrijft de wettelijke regeling van het taalgebruik in het openbaar in het Verenigd Koninkrijk der Nederlanden (1815-1830) en het Koninkrijk België (tot 1900). In tegenstelling tot de dwingende taalregeling sinds 1823, werd in 1830 de vrijheid van taalgebruik ingevoerd voor provincie- en gemeentebesturen, rechters en notarissen. De centrale overheid bevorderde wel het officiële gebruik van het Frans, vooral onder liberale regeringen. Vanaf 1884, onder een katholieke regering, nam het gebruik van het Nederlands toe.
Het artikel bevat tevens een kritiek van de sociolinguistische publicaties van Roland Willemyns en zijn team.

The official use of language in Flanders during the nineteenth century
The contribution by Lode Wils describes the legal regulations for the use of language in public in the United Kingdom of the Netherlands (1815-1830) and the Kingdom of Belgium (until 1900). In contradiction to the obligatory language regulation that had been in force from 1823, 1830 saw the introduction of freedom of the use of language for provincial and municipal councils, judges and notaries. However, the central authorities did promote the official use of French, in particular during liberal governments. From 1884 during a Catholic government the use of Dutch increased.
The article also includes a critical review of the socio-linguistic publications by Roland Willemyns and his team.
