Enkele sociologische aspecten bij de toepassing van de wet op de kredieturen

Abstract

Some sociological aspects on the application of the law on credit hours. - Social legislation in Belgium is expanding permanently. Several years ago - in 1973 - the law on the so-called “credit hours” has been voted. This law provides for supplementary paid vacation to young employees and workmen under forty years of age. The condition is that lessons are taken in a night class of a by the Government accepted school for social promotion. The law did not become a success. Only 12 percent of the total employees and workmen eligible for the system make use of it. The explanation of this failure lies partly in the sociological aspects connected with the application of the law of credit hours : - employers must pay for the direct costs (50 percent of the wages during the vacation – the other 50 percent being paid by the Government) and for the supplementary costs (lack of production during the vacation of employees and workmen); - employees and workmen fear reactions of their employer and they are not always happy with their job or work situation when they are progressing in school; - colleagues not eligible for the system or not having the same motivation tend to be negative towards the application of the law. Conclusion: other means or devices are necessary for the social promotion.
