Abstract

“The inexorable reappraisal” - “We shall engage in one of those periodic reviews of basic assumptions which every great organisation needs to undertake if it is to retain public confidence and professional supremacy in a changing world.” This words of Lord Hill of Luton, President of the B.B.C., are chosen by the author as the leading idea for his paper. Indeed, he thinks that broadcasting-policy must be subjected to continuous revision and that some solutions have to been reappraised after some years, in function of the changed conditions of life, the changed role of the mass-media and the changes in the taste of the public. The B.B.C. has most of the time given an example of self-criticism and continuous reappraisal. The author further examines some problems of broadcasting-policy facing the Dutch speaking Belgian Broadcasting system (B.R.T.). Some major problems are: the decentralisation of the Transmissions (the author gives the example of the planned reorganisation of the British territory into 40“locals”), and the very sharp differentiation of radioprograms, which has given excellent results in England (B.B.C.), France (O.R.T.F.) and Western Germany (W.D.R.). Finally, he makes some considerations about the financial and administrative structure of the Belgian Broadcasting Institute, and proposes some practical recommendations for the future.
