Abstract
Employment and unemployment over the Second Development Decade, formulating some measures to reduce the unemployment gap - It would be premature to present quantitative date with respect to the expected unemployment gap in the developing regions for the decade 1970-80, because I.L.O. and19689 the Secretariat of the U.N. are still in the process of drafting plans for this Second Development Decade. We know, however, that unemployment, both open and disguised, is already very large at present and is most likely to increase considerably over DD 2. Given this knowledge, which are some of the essential points to be taken into consideration in developing a strategy? J. Tinbergen stresses, in the first place, the need for accelerating the training of highly qualified manpower. The expansion of the manufacturing sector should be oriented, as much as possible, to labour intensive productions. It should be borne in mind, however, that even a rapid expansion of this sector will have only a limited impact on employment, because it is very small. Much attention should be given to the construction sector: not only is it labour-intensive, but benefits and external economics derived from projects in this branch (inter alia: decent housing and flood control) are very high. The possibilities of employment creation in agriculture are usually underestimated. The development of new varieties of wheat and rice, for example, may enable the introduction of multiple crops and create considerable employment not only in agriculture itself but also in the ancillary activities (transport and processing). Finally, technological research in the area of agriculture and industry should be geared more and more to the specific problems of developing countries.
