Abstract

Balance of payments equilibrium: definitions and terminology - In the first part of this article the ex-ante and ex-post concepts of the balance of payments are defined as an introduction to a detailed analysis of the ex-post concept. Taking into account the possible criteria according to which the ex-post concept can be analysed, several types of balances of payments are distinguished. Analysing the ex-post equilibrium, the distinction has been made as clear as possible between the international transactions, which determine equilibrium and those which have to be considered as balancing items. Two classifications were examined in this respect: the first distinguishes the autonomous or substantive items on the one side and the accommodating or balancing items on the other side. The second one, which allows to take into account the volatile capital movements discerns the balance on basic transactions from the over-all balance. Next, relying on the distinction mentioned above, the real, potential and the material balance of payments equilibrium was defined. The third part of the article deals with the financing of the imbalance and with the adjustment of the disequilibrium. Adjustment is used in three different meanings : the spontaneous restoration of the disequilibrium, the real adjustment and, finally, the corrective actions taken by the government.
