Openbare diensten tussen effectiviteit en legitimiteit: over ethisch besturen
Abstract
The ethics of governmental departments. Between legitimacy and effectiveness - Whilst business ethics evolved in recent times toward a widely accepted discipline, no comparable research was done concerning governmental departments and agencies, although the ethical dimensions of political institutions in general are central to political philosophy. Nowadays, both the legitimacy and the effectiveness of governmental departments are questioned in a variety of ways. Nevertheless, it is argued that, notwithstanding deregulation and the dismantlement of (parts of) the Welfare state, governmental departments are confronted with many new and/or newly defined tasks. In a second part the author argues that there are many parallels between the moral responsibilities of governmental managers and agents and those of managers and employees from the private sector. Nevertheless, the orientation to the common good as well as the requirements in the field of publicity and neutrality imply particular moral responsibilities for persons working in the public sector.
