De economische hervormingen in Kroatië: privatisering of nationalisering?


Abstract

The transformation of the Croatian economy: privatization or nationalization - The article sketches the specific development of the Croatian privatization process. It takes its roots back to the legislation of the Yugoslav federation. First, there is a common property dimension of the problem, which is specific to the Yugoslav situation. Second, the new Croatian leadership reacted to the federal legislation in a way that probably predetermined the future lines of its privatization policy. Precisely this is examined more in detail in the next sections. Especially the role of the Privatization Fund comes into focus. At the end of 1995 it possessed about one third of the social capital of the enterprises of the former so-called social sector. In this sense, opposition circles criticized the privatization process and labelled it a hidden nationalization. The author concludes with some remarks on the expected progress of the Croatian privatization process. One problem will remain, which is partly due do the former war and the still uncertain situation in Eastern Slovania, namely the search for new capital, especially foreign investment. This problem is also related to the way the international community perceives the situation in Croatia in the field of respect of human rights, political plurality, democracy and a free press.
