Overheid, ouders, kinderen en jongeren: actuele opvoedingsvragen vanuit een sociologisch perspectief

Abstract

Government, parents, children and youngsters. A sociological perspective on current educational problems - Historically, youth policy was based on the care paradigm. The scope of youth policy was determined by the nature and size of juvenile problem behaviour. Nowadays this care paradigm is surpassed due to far-reaching changes in society’s approach to youngsters. Socio-culturally speaking, youngsters these days are pushed sooner and sooner into an independent role. Economically speaking, however, they remain dependent on adults longer and longer. This contradiction raises new educational questions. Current youth policy answers these questions in a primarily defensive way. The family’s responsibility towards youngsters is thus given priority. A more effective youth policy however should be co-based on a participation paradigm. Such a paradigm gives prior attention to young people’s capability to participate in the overall process of modelling society, starting from their position as youngsters. Youth policy - in this perspective - should be seen as part of an overall social policy based on the citizen’s (and therefore also the younger citizen’s) right to welfare, in accordance with human dignity.
