Abstract

The war on poverty. Questions and reflections on developing welfare programmes aimed at fighting poverty - Poverty in today’s welfare state manifest itself especially in the relation between the individual and the Government. One of the questions raised here concerns the criteria to be satisfied by programmes aimed at fighting poverty. The emphasis is on entitlement to welfare, a right which is interpretable as the enhancement of opportunities for social integration, as they are usually defined. Entitlement can alternatively be regarded as the right to a decent existence, i.e. as an intrinsic value. The choice between both options is fundamental and at the centre of the current poverty debate.
