Serbia and Europe 1992 : 1908 revisited ? - In this article, we will analyse and compare the attitudes of the European powers towards Serbia in 1992 and 1908. In the year 1908 Austria-Hungary annexed Bosnia-Hercegovina. Serbia protested and was threatened itself by the Danube Monarchy. In the year 1992 Serbians are fighting in Bosnia-Hercegovina. They are threatened with military intervention by European countries. Can similarities in the two processes - along with wide differences, of course - lay bare some continuity in history ? Can we discern the same mechanisms and power structures in the relations between Serbia and Europe ? Are there permanent goals and values countries strive for ? In particular, the following questions will be focused on. Is there any justification for the Serbian argument that all Serbs have the right to live in one state ? What exactly determined the attitudes of the European powers ? And what determines the actual outcome ? Does Europe need any new institutions to resolve crises in the future ? Do there follow any other policy recommendations to the European Community from this historical and comparative analysis ? It is clear that any answers to these questions heavily depend on heuristic and interpretative starting points. Conclusions will be highly tentative and open to debate.
