De pedagogisering van sociale problemen: historische ontwikkelingen in de jeugdwelzijnszorg in Vlaanderen


Abstract

The educational approach to social problems : historical developments in Flemish youth care - In most of the Western countries, the end of the 19th century can be considered as a turning point in youth care. This turning point originated in the development of an institutionalised youth welfare service. For the solution of social problems such as poverty and social inequality a key role is attributed to education. The core of youth policy, in its development up till now, is ’directed intervention’ in (certain) educational practices. The possibilities for intervention especially took form in the field of youth protection. Apart from that, the development of youth work also played a major role in the origins of the current youth welfare service. In this paper the author wants to focus attention on the necessary doubts about the organisation of youth welfare interventions. She also wants to pay attention to the following question : what are the possible limits concerning this matter ? In view of this, she describes the evolution of the youth welfare service in Flanders.
