Abstract

On the relevance of renewal areas in Flanders - This paper reports on the study results concerning the evaluation of the city renewal facilities in Flanders which have been available since the royal decree of June 2nd. 1982 and its subsequent amendments. Since 1982, 151 renewal areas in 90 communes have been recognized by the regional government of Flanders. In these areas, grants are allocated for social housing projects, infrastructure and private housing renovation. For the purpose of this study research has been done on 116 of these renewal areas. The paper assesses the effectiveness of the royal decrees in terms of realisations of housing and infrastructure. At the initial stage of this research each renewal area was evaluated as to its relevance as a deprived area by screening renewal files in terms of figures concerning income, unemployment, demographic aspects, housing aspects, etc. In a second phase, research was done by the authors on the use of a priority scheme when recognizing a new renewal area. Such a priority scheme is necessary because of a lack of money granted by the Flemish government. More money is necessary than is available at present. The priority scheme has been devised using a cluster-analysis method and shows a socio-economic profile of each commune. This scheme can be a useful instrument for decisions on renewal areas, in combination with the evaluation of renewal files and local policies on physical planning and city renewal.
