Democratische hervormingen in Joegoslavië: de veranderende rol van de partij


Abstract

Democratic reform in Yugoslavia. The changing role of the Party – The article carries the title of a book of A. CARTER. Ther, she discusses the political evolution and particularly the role of the party therein in Yugoslavia. Unhappily, she restricts herself to two periods of reform, and especially the second reform movement in the years 1961-1971. In our article, we try to develop the most important themes of the book up to the recent post-Tito area. In the first section, the nature and history of the party are related. The composition and the participation of members are sketched by pointing to some problematical trends. Problems of inner-party democracy are high-lighted by focusing on the attitude towards the principle of democratic centralism and towards the problem of decentralisation of power to the republics. The critical examination of the existent socio-politic system, in official, press and scientific circles, has been given attention, together with the general attitude to the press, the cultural media and the dissidents. The place of the party between other political organizations, as far as it has been questioned in recent debates, is the next topic. Tension between the party and law officials is seen as the consequence of the situation and function of both organizations. From the analysis has been concluded that, in the most recent period, there is a temporary pause in the continuous movement towards democratisation and participation, especially in the cultural sector. A fundamental change in the system of selfmanagement is not probable.
