Werkoverleg: een actuele vorm van medezeggenschap

Abstract

Shop floor consultation: a current form of participation — Shop floor consultation may play an important role in running a company democratically. As a form of direct participation it immediately meets the need for consultation and participation in the direct working situation in the workshop, the office, etc.. There are several forms of shop floor consultation, depending on the influence it has upon the decision-making process, the way the participants are involved in the consultation and the fields in which the shop floor consultation can exert its influence. In the first part the goals and the conditions for applying the shop floor consultation have been discussed. Part II of the article quotes a number of practical experiences with shop floor consultation. It reveals that shop floor consultation is more successful with complex work than with simple routine duties. Shop floor consultation is also often linked up with work structuring. The positive consequences of shop floor consultation largely counter-balance negative effects. It is necessary, however, to eliminate as much as possible the opposition arising when shop floor consultation is introduced in a company. This can be done through good information and support. At last the article reflects the view-points of the employees’ organizations and the employers’ association towards the principle of shop floor consultation. With the trade unions the A.B.V.V. adopts a waiting attitude towards direct participation. The A.C.V. and the A.C.L.V.B. on the contrary are very shop floor consultation-minded. The employers’ association V.B.O. shows a certain indifference to shop floor consultation, but has been found prepared to take part in experiments.
