Corporatist tendences in the Dutch system of industrial relations — It is argued that recurring corporatist tendencies in the system of industrial relations are not produced by a growing social technocracy, but that it is the outcome of a dynamic political equilibrium in the class relations of society. Neo-corporatist practices are analysed as effective mechanisms to cope with political uncertainty, in particular the threat of a movement towards forms of economic democracy. This movement can originate either from a progressive parliamentary majority, or from neo-syndicalist strategies within the trade union movement. Neo-corporatism is therefore not necessarily a ‘conservative’ phenomenon. It has a double meaning. Materially it may reflect the strength of new social claims to control of economic power, but at the same time it is a formal expression of the continuing capacity of ruling elites or classes to prevent its expression in practice. The theory of neo-corporatism is in itself a crisis in radical anti-capitalist ideologies and revolutionary perspectives. This theoretical framework is used to analyse the changes and continuities in the pattern of Dutch industrial relations in the seventies.
