Voorwaarden voor communicatie over nog niet aanvaard beleid

Abstract

This article describes the necessary conditions for communication about policy that is not yet adopted by the competent authority (such as the legislature). We pay special attention to the information guidelines of two neighbouring countries with totally different traditions in public information: the Netherlands and Belgium. A Belgian case study aims to illustrate the importance of complete, timely and factual public information provisions in the formulation stage of policymaking. The information gathered is derived mainly from personal interviews, data reports on The Flemish Infoline and primary survey data.
