Abstract
Public broadcasters throughout Western Europe have gone through profound changes since the emergence of private competitors. Again, however, PSB’s remit is under attack as more and more private broadcasters claim to provide a ‘public service’ as well and label the mixed funding system as unfair competition. The European Commission’s views on this matter, following the Amsterdam Protocol (1997), appear to be less than clear. The PSB-remit can no longer be phrased in general terms. Fixed, often measurable criteria are increasingly used in many countries as standards for the allocation or continuation of public funding. These criteria can be both quantitative and qualitative and can relate to content or audience reach. In this article, we look into the growing tangibility of the tasks of Europe’s public broadcasters. Central elements in this issue are the decision-making processes concerning PSB’s core business, the conversion of the PSB-mission into concrete tasks and the evaluation of public broadcasting’s performance in relation to its funding. With the analysis of developments in Flanders as a central case, comparisons are made with other Western European countries.
