Abstract

In this article the evolutions in the relationship between the State, the media corporations and the individual since the mid-eighties are outlined in the context of the future of television and of European audiovisual policy. The emphasis is on the transformation of policies, and how they relate to changed technological and economic realities in the media sector. Underlying issues are how global or European, how convergent, how digital, how competition based and how independent media policy and control will be, and which coinciding trends in de structure and functioning of media corporations, content and consumer roles can be seen. The authors come to the conclusion that a converged, competition-based European policy has not attained the economic and cultural objectives it had set out, that the European audiovisual sector is in bad shape in spite of concentration, integration and government support, and that digital dreams about consumer sovereignty, choice and interactivity need to be dealt with critically.
