Trackingonderzoek als methode voor realistische evaluatie van overheidsvoorlichting

Abstract
Since 1999, the Dutch Government Information Service conducts tracking research to continuously monitor media performance, appreciation and effects of public information campaigns, as well as trends in public opinion on governmental issues. The results of the research are used by policy makers on different levels of public management, by media and advertisement agencies, and can be used for scientific research on public opinion and communication in general. This article describes the design and the use of the tracking instrument. For further development of the tracking research program, a solid methodology to connect method, theories, policy and practice is needed. The author thinks to have found such a paradigm in the new approach of ‘Realistic Evaluation’ of Ray Pawson and Nick Tilley.
