De realisatie van regionale publieke televisie in Friesland: een beleidswetenschappelijke analyse

Abstract

From the early sixties until its realization in 1994, the creation of regional public television has been an issue in the Dutch province of Fryslan. Referring to Advocacy Coalition Framework (ACF) developed by Sabatier and Jenkins-Smith, the author explains that the Frisians had to be rather patient before achieving their aim, because the unwillingness to allow regional television was a key element in the national advocacy coalition. In line with the ACF the Frisians were not succesful until the national advocacy coalition was weakened by elements external to the policy subsystem, elements such as the emergence of commercial tv and the disappearance of the traditional religious and socio-political barriers in Dutch society. In the ACF, the relatively stable composition of an advocacy coalition over a period of many years is emphasized. The author, however, observes that the case of Fryslan makes clear the relevance of changes in that composition in the course of the process.
