Instrumentele beleidsondersteunende voorlichting: een schets

Abstract

Information aimed at the modification of the behaviour of citizens is often rather ineffective. One may recourse to pass a law, but a climate should be built favorable to the initiation and implementation of this new law. This will lead once more to a need for information, however not as a tool for behavioral change but as a tool for mobilizing support for the policy. This information may be labeled as policy-supporting public information. In this article the instrumental variant f this kind of public information is discussed with regard to the goals, the target segments, the messages, the methods and the agents. In addition some matters are indicated which should be investigated to arrive at a definitive information program.
