Samenvatting
Peer review-based project funding (PPR) is one of the most widely used methods for allocating research funding. Despite its widespread use, there is surprisingly little empirical evidence to support its effectiveness and efficiency.
PPR faces various challenges, including high costs, limited reliability, and limited validity. These issues have prompted researchers to propose alternative funding methods, such as lotteries and baseline funding, although these methods remain largely unexplored.
This paper examines the limitations of PPR and its alternatives, advocating for a systematic, empirical approach to test and improve the effectiveness of different allocation methods.
